The Atlantic Immigration Pilot Program is a remarkable immigration pathway that enables employers in Canada's vibrant Atlantic provinces - Nova Scotia, New Brunswick, Newfoundland and Labrador, and Prince Edward Island - to recruit talented foreign nationals for positions they haven't been able to fill locally.
Launched in 2017, this pioneering program, created by the federal government and provincial partners, has set an ambitious goal of welcoming over 7,000 newcomers and their families to the enchanting Atlantic Canada region by 2021.
This scheme is an employer-based approach that makes the overall hiring process of foreign workers a breeze. Under this pilot program, the main applicants must possess a valid job offer from a recognized employer along with a detailed settlement plan for themselves and their dependents (if any).
Once a designated employer identifies a candidate who meets their employment needs and program criteria, they extend a job offer to the candidate. The unique aspect of this program is that employers are not required to undergo the laborious process of obtaining a Labor Market Impact Assessment (LMIA).
Once the candidate accepts the job offer, the employer connects them with a designated settlement service provider organization. This facilitates a needs assessment and the development of a comprehensive settlement plan. Additionally, employers support the long-term integration of the new immigrant and their family, if applicable, ensuring they can achieve the goals outlined in their settlement plan upon arrival in Canada.
For employers with urgent job vacancies, a temporary work permit can be obtained, allowing the candidate and their family to arrive in Canada expeditiously. For a successful permit, the applicant must have a job offer, a provincial letter, and a commitment to apply for PR within the 90 days of the temporary work permit application.
Employers seeking to hire skilled immigrants through the pilot program must apply for designation with the respective province(s). Those with locations in multiple provinces will need separate designations for each. Employers must meet specific requirements, including a commitment to support newcomers and their families as they seamlessly integrate into their new lives in Atlantic Canada.
The Atlantic Immigration Pilot Program offers two programs for skilled workers:
Additionally, there is a program exclusively designed for international student graduates:
The specific work experience, education, and job offer requirements vary depending on whether the individual is applying as a worker or an international student graduate. However, the other requirements remain consistent across all pathways.
In the last few years, the Atlantic provinces could be seen proactively engaged in immigration, majorly through Provincial Nominee Programs (PNPs). These programs have facilitated the welcome of a diverse range of skilled workers, Canadian-educated graduates, and business immigrants, including entrepreneurs.
Ever since 2015, all Atlantic provinces have established a minimum one PNP stream with respect to the Federal Express Entry system. This alignment enables candidates in the Express Entry pool, who are also eligible for immigration through one of these streams, to submit an application to immigrate to their chosen province.
